From the supplier: California's lower house remains unable to act on legislative measures as a result of Republican's and Democrat's squabble over legislative leadership. Republican leader Jim Brulte was set to take over the speakership of the assembly after his party obtained a 41-39 majority during the Nov. 8, elections. However, Speaker Jim Brown managed to convince Republican Paul Horcher to turn Independent, resulting in a 40-40 split which paralyzed the body. Under Assembly rules, no legislative business may be conducted unless a speaker has first been elected.
