From the supplier: The Savannah-Chatham County (SCC) Board of Education adopted a site-based management approach in 1991 with the aim of making systemwide improvements in the SCC Public School District. The school system first organized building leadership teams (BLT) to assist the schools in performing their new, self-managed roles. Representatives of the schools' staff areas underwent intensive training to learn how to produce effective BLTs. Site-based budgeting was also implemented. This involved the allocation of funding and staffing to each school based on its projected enrollment rate.
